When is a person recognized as a saint in our Church? Is it after 50 years? What is the Coptic law regarding this?

There is no fifty-year rule for the canonization of a saint. Pope Kyrillos VI was canonized before fifty years. The Holy Synod of the Coptic Orthodox Church of  Alexandria reviews the complete life of the person and the impact he/she has had on their society or community, and then votes. Laypersons, monks, priests, and bishops usually initiate the request for the canonization process based on their experiences with the reposed person. The process has been swifter for the canonization of martyrs, especially in recent years when the evidence is clear and nationally televised.
