Our Lord's appearance to St. Paul influenced him to convert and follow the Lord. Why doesn't God do this with all those who are far from Him?

God indeed appears to each of us in a unique way. St. Paul fervently and zealously believed that he had been indeed doing God's will by attacking the Christians. However, his heart was ready to accept the Lord immediately; "Then the Lord said, 'I am Jesus, whom you are persecuting. It is hard for you to kick against the goads.' So he [St. Paul], trembling and astonished, said, 'Lord, what do You want me to do?'" (Acts 9:5-6).

Consider the apparitions of the pure Virgin St. Mary in Zeitoun, Egypt in the late sixty's. These apparitions were witnessed by millions, both faithful Christians, and also non-Christians in such a predominantly Islamic state. News reports throughout the world have documented the apparitions of the Holy Virgin, and these events are accessible in archives of many journals and newspapers. Not only were these phenomenal apparitions witnessed by millions, but documented miracles of mercy were performed by our Blessed Mother for many believers and non-believers. Did they all convert and believe as St. Paul? They did not.
