If God ordered to kill anyone who worshiped idols or dealt with sorcerers (like with Moses, King Constantine, and others), how can we respond to people asking for a civilized country? Is it not a relationship between God and humans?

These references pertain to specific times in history. Usually, all offensive strikes by the children of God on others were in response to years of oppression, utter corruption, violence, chaos, and widespread immorality. Thus, the children of God were permitted to defend the world from further devastation. As for the righteous Emperor Constantine, it was a time of war, and he was a military ruler. Christians are not exempt from engaging in civil or political wars for a just cause or in self-defense and are allowed to enlist in armies and serve their countries. These are the only circumstances in which Christians can bear arms.
