How does a bishop get to know who to choose to ordain as a priest?

A bishop follows the teachings of the Holy Bible using the criteria St. Paul has given St. Timothy in choosing a bishop (1 Tim 3:2-7). Once he finds a candidate who fulfills these criteria, he prays about this choice and looks for signs from God that would support this choice. Once he feels inner peace about it, he approaches this person about ordaining him for  priesthood.
