In the Holy Book of Acts 27:23-25, I would like to know if Paul was brought before Caesar according to what the angel had said "you must be brought before Caesar"? If not, what is the explanation for this?

The angel of God assured St. Paul that he would  be saved with all the men on board from the stormy sea because he would  have to be brought before Caesar i.e. go to Rome. This was fulfilled later when St. Paul went to Rome (Acts 28:16). He actually appealed to Caesar when the Jews wanted to put him to death "But when the Jews spoke against it, I was compelled to appeal to Caesar, not that I had anything of which to accuse my nation" (Acts 28:19).
